  • Tenders are invited for Provision of Health Care Services. An initial insurance of (75,000,000 LYD) seventy-five thousand Libyan dinars The announcement of participation in the tender for the provision of health expenditure management services for the employees of the National Oil Drilling and Maintenance Company and their families under the self-fund system is limited to the local health expenditure management service companies (TPA), which have the technical and material capacity and logistical capabilities to provide health care service inside and outside Libya according to the specification booklet (table health benefits) and the bidding companies must observe the unified contracting regulations for the oil sector of the National Oil Corporation. A statement of the conditions and requirements necessary to participate in the bid: 1- The Health Expenditure Management Company must submit a letter on the official paper of the applicant, addressed to the Chairman of the Bidding Committee of the National Company for Drilling and Maintenance of Oil Wells, explaining the desire to participate in the bid and adhere to the conditions and requirements. 2- The bidders and those who are not registered in the suppliers' register in the company must submit a registration undertaking within a period of (30) days from the date of notifying him of the awarding intention. 3- The Health Expenditure Management Company must submit a legal file, provided that all documents, documents and licenses attached to it are valid for a period of no less than 6 months from the date of the announcement, and the documents are as follows: * A copy of the original commercial registration document. * A copy of the registration document in the Chamber of Commerce, an original copy. * A copy of the license to practice the activity (the field of providing medical care services), an original copy. * A true copy of the Memorandum of Association. * A true copy of the Articles of Association. * Minutes of the company's general assembly meeting. 4- In the event that there is a partnership, the entity must submit documents indicating the establishment of a joint venture company according to the legislation in force in Libya, whether it is between two local or foreign entities, or two local entities, and all parties to the joint venture must submit documents indicating registration in Libya. 5- The agreements between the joint parties must be approved and certified by the competent authorities in Libya and to specify the legal representative of the joint parties. 6- The Health Expenditure Management Company must have an activated online electronic system for following up on sanatoriums and centers providing health services, allowing the National Company for Drilling and Maintenance of Oil Wells to view the movement of medical statements, entry to sanatoriums for accommodation and operations, disbursement of medicines from pharmacies and follow-up on health services prices directly, in order to avoid any breaches, forgery or manipulation. 7- The health expenditure management company must have an activated mobile application that can be used by beneficiaries of health care services to facilitate booking, follow-up and health review processes. 8- The health expenditure management company must provide evidence of compliance with all health, safety and environment standards, procedures and regulations. 9- The Health Expenditure Management Company shall manage the self-health fund on behalf of the subscriber β€œNational Oil Drilling and Maintenance Company” in exchange for a percentage of the value of health expenditure services to be deducted from the fund according to the offer submitted by the Health Expenditure Management Company, which shall be acceptable to the National Oil Drilling and Maintenance Company . 10- The financing of the self-health fund shall be in quarterly installments commensurate with the size of the fund and the expected claims, and in all cases it shall be agreed upon during the contract . 11- The Health Expenditure Management Company shall pay the value of claims for sanatoriums, clinics and all health centers agreed upon by deduction from the account of the Self-Health Fund of the National Company for Drilling and Maintenance of Oil Wells, provided that the Health Expenditure Management Company is obligated to pay within the limits of the liquidity available in the Fund only . 12- The Health Expenditure Management Company must return the surplus from the self-health fund in favor of the National Oil Drilling and Maintenance Company, owner of the fund, after paying all claims and dues and settling any additional claims, if any, after approval by the National Oil Drilling and Maintenance Company . 13- In the event of a deficit in the fund, the National Company for Drilling and Maintenance of Oil Wells will pay the deficit according to a percentage to be agreed upon during the contract, after verifying the validity of the claims and subjecting them to review in accordance with the terms of the concluded contract. 14- Conclusion of a contract between the National Oil Wells Drilling and Maintenance Company and the Health Expenditure Management Company, which includes the terms of the contractual relationship and all items related to health services, provided that the contract period is a full year, subject to renewal, to be approved by the Tax Authority by the service provider. 15- The date of entry into force of the contract for the provision of health services shall be determined according to the desire of the National Company for Drilling and Maintenance of Oil Wells, and this shall be mentioned in the contract . 16- The premium is calculated according to the technical foundations, controls, accounting standards and legal texts in this regard. 17- The financing of the self-health fund shall be in quarterly installments commensurate with the size of the fund and the expected claims, and in all cases it shall be agreed upon during the contract . 18- The Health Expenditure Management Company shall pay the value of claims for sanatoriums, clinics and all health centers agreed upon by deduction from the account of the self-health fund of the National Company for Drilling and Maintenance of Oil Wells without delay, provided that the Health Expenditure Management Company undertakes to manage the special fund of the National Company for Drilling and Maintenance of Oil Wells within the limits available liquidity. 19- The National Oil Well Drilling and Maintenance Company has the right to request the addition of any sanatoriums, hospitals or health centers according to the geographical distribution of the users- residence in the Libyan state, as well as the addition of any sanatoriums, hospitals or health centers in other countries where coverage is required. 20- The National Company for Drilling and Maintenance of Oil Wells has the right to technically review claims and scrutinize them in detail before payment operations. 21- The National Company for Drilling and Maintenance of Oil Wells has the right to assign a company specialized in following up and approving invoices for health services provided by clinics and health centers. 22- The Health Expenditure Management Company must provide a short external training opportunity for four employees in the field of health insurance, and the Health Expenses Management Company shall bear all the expenses arising from these courses. 23- An initial insurance of (75,000,000 LYD) seventy-five thousand Libyan dinars must be submitted attached to the unpriced commercial offer in the form of a certified check issued by the authority-s account. 24- Commercial offers priced in Libyan dinars must be presented. 25 - The Health Expenditure Management Company has to submit and deliver the offers to the decision of the Tender Committee at the company-s main headquarters located on Al-Sawani Road (13 km) in Al-Karimiya area, according to the following: - * The technical offer, the unpriced commercial offer, the priced commercial offer, and the legal file are submitted in separate, closed and sealed envelopes sealed with red wax. The bid number and contents are written on the envelopes from the outside. The offers are received with a receipt of the value of the specifications booklet during official working hours to the secretary of the Bidding Committee at the company-s headquarters in the Karimiya area.
