DRC LIBYA Alnesreen road, Close to Ben Naby Mosque, Almansoura Area, Tripoli, Libya 4th March 2020 Invitation to Bid No.: ITB-LBY-TIP-2020-002 – Supply of NFI Items, Hygiene Items, Baby Items, Dried Food Items and Kitchen Items Dear Sir/Madam: DRC has been operational in Libya and Tunisia since 2011 focusing on protection of the displaced and conflict affected population. These include IDPs mainly on the north western coastline west of Tripoli, refugees in Tunisia taking shelter in the Shousha camp, the population in and around Sirte affected by unexploded ordnance (UXOs) and to an increasing extent on the legal and illegal migrants and stateless populations in Libya. DRC/DDG has its head office in Tripoli and field offices in Zarzis (Tunisia) and in Sirte and is opening an office in Sabha. Sabha is located 800 km south of Tripoli and is a central transit point for migrants and is home to large numbers of minority groups and stateless populations. Therefore, the DRC requests you to submit price bid(s) for the Supply of NFI Items, Hygiene Items, Baby Items, Dried Food Items and Kitchen Items on the attached DRC Bid Form Annex A.1 and annex A.2. I. PLEASE NOTE: NO BIDS WILL BE ACCEPTED AFTER THE ABOVE CLOSING TIME AND DATE III. IMPORTANT INFORMATION REGARDING THIS ITB: • This tender is published for 9 lots. Bidders can participate in any number of lots by completing the bid form(s)and submitting as per the instruction provided in section V of this document. • Sample and pictures are a mandatory requirement part for this bid. Any bid without these will be rejected. The submitted samples of non-awarded bidders may be returned to the bidder at its own cost after the award is completed. The samples of the selected bidder will remain with DRC as part of the bid. Refer to section VII for detailed information for sample and picture submission. • DRC may choose to split the Framework Agreement award to more than one supplier. • The delivery time of the supply shall be within 10 days of placing order. DRC may terminate the contract or impose other penalties if supplier fails to deliver items within this period. • All supplies shall be delivered as per DDP INCOTERMS 2010 to DRC Tripoli as delivery location. • No advance payment will be paid to the awarded supplier. The awarded supplier is expected to mobilize its own resources to deliver the agreed material. • Below are the estimates indicated that DRC is estimates to purchase in the next 12 months. Please note that these are estimates only and actual quantities may vary due to funding or other factors. • Please refer to the technical specifications form to confirm the content for each piece and right quality. SELECTION AND AWARD CRITERIA The criteria for awarding contracts resulting from this Tender is based on the ‘best value for money’ principle. For the purpose of this Tender DRC defines ‘best value for Money’. This tender will be awarded to the lowest cost technically compliant bid. The technical evaluation criteria are as per the specifications stated in Annex A. A. Administrative Evaluation A bid shall pass the administrative evaluation stage before being considered for technical and financial evaluation. Bids that are deemed administratively non-compliant may be rejected. Business Registration/ License or equivalent proof of registration to show local presence in Libya. Submit copy of registration in country. B. Technical Evaluation To be technically acceptable, the bid shall meet or exceed the stipulated requirements and specifications in the ITB. A Bid is deemed to meet the criteria if it confirms that it meets all mandatory conditions, procedures and specifications in the ITB without substantially departing from or attaching restrictions with them. If a Bid does not technically comply with the ITB, it will be rejected. The technical criteria are stipulated in Annex A.1 – Technical Bid Form, and for the Technical Specifications are stipulated in Annex C – Technical Specifications Form. C. Financial Evaluation All bids that pass the Technical Evaluation will proceed to the Financial Evaluation. Bids that are deemed technically noncompliant will not be financially evaluated. V. SUBMISSION OF BIDS Bidders are solely responsible for ensuring that the full bid is received by DRC in accordance with the ITB requirements, prior to the specified date and time mentioned above. DRC will consider only those portions of the bids received prior to the closing date and time specified. All responsive Bids shall be written on the DRC Bid Form (Annex A.1 and A.2) corresponding to the Lots. Beyond the DRC Bid Form, the following documents shall be contained with the bid: • Tender & Contract Award Acknowledgment Certificate (Annex B), and if required the Supplier Profile and Registration form (Annex F), plus any other documents required. • If relevant: Samples are required to be submitted together with the bid for all products listed in the DRC Bid Form (Annex A). Further instructions are provided in section 5.
